Spanish rail cartel fine raises procedural questions

Spain’s competition authority has fined 15 electrical component manufacturers including Alstom and Siemens €118 million for rigging bids in the railway infrastructure sector, but a dissenting opinion criticised the enforcer for being too lenient when imposing fines on large companies.
