Jonathan Kanter’s first address as head of the Department of Justice’s antitrust division started just like many from his predecessor: with admiration for Robert Jackson. Kanter said the division should seek to outright block most mergers it believes will substantially lessen competition. “Settlements do not move the law forward,” he said before the New York State Bar Association.
