North Dakota lawmakers will vote on legislation this week that would prohibit companies like Apple from maintaining exclusive control over app downloads and payments on their platforms.

The Federal Trade Commission and House Judiciary Committee appear to be stuck in a stalemate regardless of whether their quarrel occurs in letters or public hearings. Pressed by Republican lawmakers about the FTC’s responses (or lack thereof) to various document demands, the commission’s director of congressional relations had very little to say. “I’m not able to provide that information today, but we're happy to continue talking to your staff,” Jeanne Bumpus said.
