GCR USA wishes a happy birthday to Arnold & Porter partner Bill Baer. A veteran of the Federal Trade Commission, Baer made his mark on US antitrust enforcement while serving for more than three years as the head of the Department of Justice’s antitrust division. There, he spearheaded challenges to Apple’s pricing of e-books and to a conspiracy amongst banks to fix rates on the foreign currency exchange spot market. The latter obtained an agency record $2.5 billion in fines.

The Federal Trade Commission and House Judiciary Committee appear to be stuck in a stalemate regardless of whether their quarrel occurs in letters or public hearings. Pressed by Republican lawmakers about the FTC’s responses (or lack thereof) to various document demands, the commission’s director of congressional relations had very little to say. “I’m not able to provide that information today, but we're happy to continue talking to your staff,” Jeanne Bumpus said.
