Emancipation in lockdown: The Tipline for 16 April 2020
On April 16, 1862, President Abraham Lincoln signed the DC Compensated Emancipation Act, freeing 3,100 individuals from slavery. The DC government is closed today in commemoration, but all personnel handling the city’s response to the covid-19 pandemic will report to work.
