Star Rating:      Performance:   Head of Agency: Igor Artemiev Russia’s Federal Antimonopoly Service (FAS) remains a beacon of light within Russia, serving as the champion for competition in the face of a highly concentrated post-Soviet economy, which is wrought with powerful state-run entities and subject to international sanctions and periods of economic stagnation. The FAS, led by Igor Artemiev since his 2004 appointment, has the ear of President Vladimir Putin, who signed a special decree promoting competition in 2017.
