Star Rating:     Performance:   Head of Agency: Lars Sørgard In June 2018, Norway’s Competition Authority issued its highest fine to date: €83.5 million against Telenor for allegedly creating barriers to the development of a third mobile network. This would have been a large penalty for any enforcer to impose, but it is particularly notable for Norway because it follows three years of zero fines for abuses of dominance. The decision was the culmination of a six-year investigation that the Authority acknowledges drained a significant amount of resources, but defends based on the fine’s broader deterrent effect.
