Ms. Smita Jhingran joined the Competition Commission of India as Secretary in 2013. She is a senior civil servant with over 32 years of experience in the Government of India. She is an officer of the Indian Revenue Service (IRS) and has held a wide range of positions in the Revenue Department that involved the implementation of tax laws, tax-related investigations, the framing of tax assessments and judicial representations. She had also worked with the United Nations Mission in Kosovo. She holds an M.Phil in Defence and Strategic Studies, a masters’ in Economics from Gokhale Institute of Politics and Economics, Pune and a Bachelor’s Degree in Law.As a Secretary, Competition Commission of India, she is involved in all the activities of the Commission including the framing of various Rules/Regulations, the setting up of infrastructure, the recruitment of professional and support staff, training, advocacy and proceedings of the Commission. The role of Secretary is a statutory and nodal functionary in the Commission and the Commission is represented by the Secretary in all legal proceedings. Presently in addition to her functions as Secretary, she holds charge of the Capacity Building Division, the International Cooperation Division and the Combination (M&A) Division of the Commission.
