Shawn is special counsel, focusing on national security and foreign investment regulations in the antitrust, competition and trade group in Freshfields’ Washington, DC office, as well as the firm’s global sanctions and trade group. Shawn’s practice focuses on managing clients’ cross-border transactions and, specifically, the national security review of foreign investments, drawing on his deep experience and involvement with CFIUS. Shawn has nine years’ experience as Director of Foreign Investment Risk Management at the Department of Homeland Security (DHS), where he advised the Assistant Secretary for Policy, the General Counsel, the Deputy Secretary and the Secretary within DHS, spanning three administrations, on all matters pertaining to foreign investment in the United States. He has in-depth experience regulating commerce for national security concerns via the Department’s membership in the interagency CFIUS.
