Norman Armstrong Jr is the deputy director of the FTC’s Bureau of Competition, managing its Mergers II, Mergers III, and Mergers IV Divisions, as well as competition matters in the San Francisco and Seattle Regional Offices. He has overseen several of the Commission’s recent litigations, including Jostens/AAC, Amerigas/Blue Rhino, Ardagh/St Gobain, St Luke’s/Saltzer Medical Group, OSF/Rockford, IDT/PLX, Phoebe Putney/HCA, ProMedica/St Luke’s, CCC/Mitchell, CSL/Talecris, Carilion/CAI and CSE, Oldcastle/Pavestone, Daramic/Microporous, and Whole Foods/Wild Oats. In addition, he has overseen merger enforcement actions involving negotiated settlements in healthcare, technology, energy, real estate, defence, chemicals, and consumer goods markets.A graduate of the University of Virginia and Howard University School of Law, Mr Armstrong regularly speaks on antitrust and is currently the vice chair of the Mergers and Acquisitions Committee in the American Bar Association’s Antitrust Section.
