Nancy H F Chang

Nancy is an associate in the Beijing office of JSM. Prior to joining the firm, Nancy was an official within the PRC Ministry of Commerce (Mofcom) for more than six years. In her previous position as a senior merger review official in the Anti-Monopoly Bureau of Mofcom, Nancy had reviewed dozens of complicated merger fillings and among which, Nancy was the main reviewer that ruled conditional clearance for the US$7.8 billion merger of Russian potash producers OAO Uralkali (Uralkali) and OAO Silvinit (Silvinit) on 2 June 2011. Nancy has been involved in many of the existing PRC merger review laws and regulations and has extensive communication and networking with other competition regulators including the National Development and Reform Committee and the State Administration of Industry and Commerce. Nancy has received competition training from US competition regulators including FTC and DOJ, as well from EU competition experts visiting Mofcom, and thus Nancy has a unique understanding in helping client tailoring competition issues in many jurisdictions including China.Prior to her time with the Anti-Monopoly Bureau, Nancy was the division chief of the legal department of Investment Promotion Agency of Mofcom and regularly advised foreign investors on doing business in China and Chinese enterprises on outbound investments issues involving numerous jurisdictions.Nancy was an associate in another transnational law firm, Hogan & Hartson, and has extensive experience advising multinational companies on various aspects of cross-border mergers and acquisitions transactions (including antitrust issues).Nancy’s practice focuses on, among others, competition and regulatory aspects of China-related direct foreign investment and cross-border mergers and acquisitions, and she is also able to assist Chinese enterprises in respect of outbound investments globally.
