Hugh has more than 20 years of experience as a private practitioner, inhouse counsel and regulator in the US, EU, Middle East and Africa, which gives him a deep understanding of regulatory regimes in each of those regions to effectively and efficiently meet the business objectives of his clients and achieve successful outcomes in transactional, investigatory and litigation matters.

As a partner in Allen & Overy’s global antitrust practice who works out of the firm’s Washington, DC and Brussels offices, Hugh advises on the full range of competition and foreign direct investment matters. He has significant experience in obtaining regulatory clearances for transactions across the globe and managing conduct-related matters, litigating civil antitrust cases and developing internal compliance programmes.

Hugh’s government experience includes three years as a senior official at the US Federal Trade Commission. He has also led the antitrust practice group for one of the world’s largest companies with responsibility for multinational transactions, antitrust litigation matters and global compliance.

Hugh is a frequent speaker at international conferences and regularly publishes in peer-reviewed antitrust journals. He is a member of the Business at OECD Competition Committee, a non-governmental adviser to the International Competition Network, a member of the International Bar Association’s Antitrust Section’s Merger Working Group and serves on the editorial boards of the ABA Section of Antitrust Law’s Antitrust Magazine and Oxford University Press’s Journal of Antitrust Enforcement. He is a member of the Brussels Bar, a member of bars in the United States (New York and Washington, DC), England and Wales, and is qualified as an advocate in South Africa.
