Carlos is partner of Galicia Abogados, S.C. since 2012. His practice center on transactions in regulated markets, investigations and compliance. Carlos has extensive experience in financing, restructuring and mergers and acquisitions transactions involving regulated entities. His practice includes providing regulatory and compliance counseling to clients who hold concessions or permits from the federal government.
Among others, Carlos’ recent experience includes representing Mexican and foreign clients in investigations launched by the Federal Competition Commission, the Federal Telecommunications Institute, the Rail Regulatory Agency, the National Banking and Securities Commission and the Federal Data Protection Institute. He has also represented several clients in proceedings concerning authorizations from the Federal Telecommunications Institute, the Federal Competition Commission and the National Foreign Investments Commission.
Carlos also regularly advises clients in connection with public permitting and procurement proceedings. His experience ranges from helping clients assess the regulatory and compliance risks associated with investing in entities holding government licenses or concessions to working with clients to manage compliance exposure associated with federal, state and municipal permits.
He frequently works with clients on designing and implementing policies and manuals on several compliance matters, including antitrust, anticorruption, privacy and public procurement, among others. Carlos also helps clients to provide training on these matters.
