Billy Manoka
Dr Billy Manoka was appointed commissioner and CEO of the Independent Consumer and Competition Commission (ICCC) of Papua New Guinea on 5 May 2010 for a term of five years. He was formerly associate professor and head of the Economics Department at the University of Papua New Guinea (UPNG). He served at UPNG as an academic for 22 years. He is from Papua New Guinea. Dr Manoka obtained a PhD in Resource and Environmental Economics from the University of Massachusetts, Amherst USA in 2000. He holds a master’s in economics of development from the National Center for Development Studies (NCDS), Australian National University (ANU) (1991) and a bachelor of economics (1985) and BEc Hons (1987) from UPNG. Prior to his appointment as the full-time commissioner and CEO of the ICCC, Dr Manoka served as associate commissioner (resident) of the ICCC in April 2008 and began to take keen interest in regulatory and competition economics.
