Arthur Peng advises Chinese and multinational clients on all aspects of competition law issues. He has significant experience in handling complex and high-profile merger control notifications to the Chinese authorities and co-ordinating with other jurisdictions, including playing leading or key roles in the design, negotiation and implementation of a broad range of structural, non-structural or hybrid remedies. Arthur has extensive experience in, and is focused on, sectors including technology, healthcare, automotive and chemicals, as well as transportation and infrastructure. He has also assisted with research programmes, (closed-door) rulemaking consultations and overseas visits by the Chinese antitrust authorities.
Before returning to China, Arthur practised competition law in Australia for two years.
Recent highlights of Arthur’s client work include advising ByteDance on the abuse of dominance litigation against Tencent; Intel on the SAMR review of US$9 billion sale of assets to SK hynix; Dialog on the SAMR clearance for its sale to Renesas for US$6 billion; ams on the SAMR clearance for its takeover offer of OSRAM for US$5.2 billion; Linde AG on the SAMR clearance of its US$90 billion merger of equals with Praxair Inc; and China Merchants Group and Sinotrans & CSC Holdings Co on global merger filings in relation to the merger between them, including MOFCOM clearance.
