Dr. Arsenio M. Balisacan is Chairman of the Philippine Competition Commission. He is an economist with extensive high-level policymaking practice and a well-recognized scholar in Asia on economic development, poverty and inequality, competition policy, and political economy of policy reforms.Prior to his appointment as the first PCC Chairman in 2016, he served as the Socioeconomic Planning Secretary in the Cabinet of former President Benigno S. Aquino III and, concurrently, the Director-General of the National Economic and Development Authority (NEDA). He was also the Dean and Professor of the University of the Philippines (UP) School of Economics, Executive Director of the Philippine Center for Economic Development, Undersecretary for Policy and Planning of the Department of Agriculture, Director-Chief Executive of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA), Research Fellow at the East-West Center in Honolulu, and Economist at the World Bank in Washington, D.C.Dr. Balisacan holds a PhD in Economics from the University of Hawaii and Master of Science in Agricultural Economics from UP Los Baños.
