JP Mousseau

JP Mousseau has been counsel to the Alberta Utilities Commission since 2009. JP has practised regulatory law in Alberta, Canada since 2000 and has previously acted for the Alberta Energy and Utilities Board, the Natural Resources Conservation Board, the Canadian Environmental Assessment Agency, and the Energy Resources Conservation Board. JP’s practice focuses on large utility infrastructure projects and competition and enforcement issues arising in the context of Alberta’s deregulated electricity market. JP appears before all levels of courts in Canada and was recently counsel to the Commission on a proceeding brought by Alberta’s Market Surveillance Administrator that resulted in the largest administrative penalty of its kind then issued in Canada.
