Noel Beale is a director in the competition group at Burges Salmon. He has masters degrees in European law and economics. Noel trained and practiced at a major international law firm based in London for six years before moving to Burges Salmon in 2004. Noel has also spent time with the Office of Fair Trading (the predecessor to the Competition and Markets Authority) and at Ofwat (one of the UK economic sector regulators), so is able to see issues from both sides of the table.
He has obtained EU, UK and other merger clearances for numerous clients involved in a whole range of national and multinational transactions, including a number of complex transactions in concentrated markets that have required the negotiation and implementation of complex remedies. He has also advised many third parties on making effective submissions in relation ongoing merger investigations.
Noel also advises companies in relation to EU and UK cartel, antitrust and dominance investigations, including obtaining leniency and successfully concluding investigations without infringement findings by negotiating commitments.
In addition, Noel advises clients in the UK regulated sectors – particularly the water, rail and energy sectors – where his economics expertise is also a valuable addition to his competition law experience.
