Jesús has a master’s degree in law, economics and public policy from the Ortega and Gasset Institute at Universidad Complutense de Madrid. He graduated from the Consumer Law School in Universidad de Castilla – La Mancha, Toledo, and is a professor at Universidad de Piura, Universidad Peruana de Ciencias Aplicadas and Universidad del Pacífico.
He has been a director in the Agency for Environmental Assessment and Enforcement (OEFA) of the Ministry of Environment. He has been legal coordinator of the Defence of Competition Chamber No. 2 (2008–2012) and the Defence of Competition Chamber (2007–2008) in the Tribunal for the Defence of Competition and Protection of Intellectual Property (Indecopi).
Currently, he is technical decretary of the Defence of Free Competition Commission at Indecopi and member of the Administrative Tribunal of Settlement Claims of Users at Supervisory Agency for Private Investment in Telecommunications (OSIPTEL).
